Road Home Appeal Templates

These are suggested templates. Please edit and amend as makes sense for your personal situation. These address some of the common errors and failures ICF and the state make. Your case may demonstrate one or several new errors or failures. Please feel free to call us at (504) 861-5596 if you need assistance getting access to your own rebuilding grant.

File Request Template: Use this template to request a copy of your complete Road Home file. Be sure to fill out completely, with Road Home ID number, damaged address, and current mailing address and phone number. Sign and send certified mail to the appeals office address at the top of the page, and regular mail to the second address. You should receive a response within 30 days.

Appeal of Pre Storm Value for Homeowners with a higher Lousiana Certified Appraisal done between January 2000 and August 29, 2005: Fill out template completely, including Road Home ID number, damaged address, Road Home valuation of home and the Certified Appraisal valuation of the home. Be sure to include a complete copy of the Louisiana Certified Appraisal with your letter. Sign and send certified mail to the appeals office address at the top of the page, and regular mail to the second address. The Road Home Program's internal program rules explain that you should be contacted within 15 days and receive a written response within 60 days. If the Program does not actually contact you within 15 days, as is common, and then fails to respond in writing within 60 days, which is also one of the Road Home Program's own rules that is frequently overlooked, you may want to then use the Appeal Delay Template Letter Below.

Appeal of Pre Storm Value for Homeowners with a Louisiana Certified Appraisal done after the storm that is more than 20% higher than the Road Home valuation of the home: Fill out template completely. Be sure to include a copy of your Louisiana certified appraisal. Mail certified US mail to the address at the top of the page. Current Road Home policy does not allow you to appeal the results of a 1004 appraisal. Please note that if the 1004 value is lower than your current value, you may end up with a lower value. The letter offers an appeal to that policy; however, please think carefully before requesting a 1004 appraisal, as the current policy lists the result as the final value of your home. Sign and send certified US mail to the address at the top of the page, and regular mail to the second address.

Appeal of Pre storm value and request for 1004/Field Review Appraisal for homeowners who do not have a previous Louisiana Certified Appraisal: Fill out completely, including listing reasons for disputing the PSV. Attach any relevant documents to the letter. Please note that if the 1004 value is lower than your current value, you may end up with a lower value. The letter gives you a template form to appeal that policy, however, please think carefully before requesting a 1004 appraisal. The current policy says that whatever value the Road Home Program comes up with in response to your appeal request is the final value, even if it is lower. Also, requesting an appeal will subject your entire file to review. The Road Home Program gives itself the right to request money back from you. Sign and mail via certified U.S. mail to the first address in the letter and regular U.S. mail to the second address.

Appeal Delay Template: This is for homeowners who submitted appeals and got no response after 60 days. Fill out completely, including Road Home ID #, date of appeal, and current contact information. Sign and mail via certified U.S. mail to the first address in the letter and regular U.S. mail to the second address.

No Second Disbursement: This is for homeowners who have received notice they they have won their appeals, but never got a 2nd closing date. Fill out completely and mail via certified U.S. mail to the first address in the letter and regular U.S. mail to the second address.

Appeal of Estimated Cost of Damage: This is for homeowners appealing based on the Road Home's estimated cost of damage. Fill out completely, sign, and mail via certified U.S. mail to the first address in the letter and regular U.S. mail to the second address. Be sure to include a copy of the compensation allowance document (CAD report), along with specific information about what you think is incorrect.

Appeal for Homeowners who sold their home before receiving Road Home assistance, but after August 28, 2006: This is an appeal for homeowners who sold their homes after the arbitrary deadline of August 28, 2006. Fill in completely, including the date that you sold your home. Sign and mail via certified U.S. mail to the first address in the letter and regular U.S. mail to the second address.

Appeal for Homeowners who sold their home before August 28, 2006, and have no application on file: This is an appeal for homeowners who sold their homes before the sale deadline of August 28, 2006, but did not submit an application. Fill in completely, sign, and mail via certified U.S. mail to the first address in the letter and regular U.S. mail to the second address.

Road Home policies frequently change and the State does not post new policies as it passes new rules for the Road Home Program.
